A detailed review meeting was held under the chairmanship of District Magistrate Anshul Singh regarding potential development works under the Indo-German technical cooperation project RECAP4NDC. The project focuses on тАЬimplementation of Nationally Determined Contributions (NDC) in India through restoration, conservation, and protection of forest and tree cover.тАЭ
During the meeting, members of the District Coordination Committee, subject experts, and officials from various departments held in-depth discussions on the technical, social, and economic aspects of the project. Strategies were also deliberated to increase forest and tree cover, prevent land degradation, conserve biodiversity, and mitigate the impacts of climate change.
Under the project, three village clustersтАФDhaspad, Naugaon, and Chitai PantтАФhave been identified as top priorities. The IUCN has prepared Detailed Project Reports (DPRs) for these clusters. It was agreed in the meeting to develop Dhaspad village in the Jageshwar range as a pilot site.
The District Magistrate stated that the primary objective of the project is to enhance forest cover along with conservation efforts. He directed officials to ensure that local communities are fully informed about the project and that they receive direct benefits. He also emphasized preparing a clear and practical framework for livelihood activities in the selected areas and ensuring regular evaluation of outcomes.
Special emphasis was laid on promoting forest-based livelihoods to strengthen the rural economy alongside environmental conservation. Instructions were given to include natural resource assessment, ecosystem studies, capacity building, and socio-economic surveys as essential components of the project.

What is RECAP4NDC?
RECAP4NDC is an Indo-German technical cooperation project aiming to restore over 400,000 hectares of degraded forest landscapes by 2029. Supported by GIZ, the project operates in Uttarakhand, Gujarat, Maharashtra, and Delhi, promoting Forest Landscape Restoration (FLR) to enhance biodiversity, improve livelihoods, and help India achieve its NDC targets. In Uttarakhand, more than 30,000 hectares have been identified for restoration in districts including Almora, Pithoragarh, Bageshwar, and Pauri Garhwal.

The meeting was attended by Divisional Forest Officer Deepak Singh, Civil Soyam Division officer Pradeep Dhaulakhandi, Chief Development Officer Ramji Sharan Sharma, Project Director DRDA K N Tiwari, along with officials from various departments, representatives of partner institutions, and subject experts.
