Public gatherings, processions, weapons, and loudspeakers banned without prior approval until vote counting ends

Following the revised notification issued by the Uttarakhand State Election Commission, the Model Code of Conduct has come into force in Almora district from June 30, 2025, and will remain effective until July 31, 2025, the date of vote counting. District Magistrate Alok Kumar Pandey has issued comprehensive guidelines in this regard.
As per Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, prohibitory orders have been imposed across the district (excluding urban areas). During this period, no meetings, rallies, protests, or processions will be allowed without prior permission from the Returning Officer or Assistant Returning Officer.
Key Restrictions Imposed:
Use of loudspeakers and sound amplifying devices is prohibited near schools, hospitals, and religious places.
Carrying weapons, firearms, sharp objects, sticks or batons is strictly banned.
Inflammatory speeches, slogans, or use of abusive or derogatory language in public is not allowed.
Spreading false rumors or misleading information is completely prohibited.
Religious places cannot be used for election campaigning or political propaganda.
Guidelines for Political Parties and Candidates:
Criticism must be limited to policies and work, not personal attacks or language that incites hatred.
Obstructing meetings of rival parties is strictly forbidden.
Intimidation, bribery, or offering money/gifts to influence voters is fully banned.
Details of vehicles used in election campaigning must be registered in advance with the Returning Officer.
Campaign vehicles must not carry more passengers than permitted, and parties are advised to use the minimum number of vehicles.
Digging roads or constructing stages/gates is not permitted.
Posters, banners, or hoardings cannot be placed in public spaces without prior permission.
Use of polythene or any banned materials is strictly prohibited.
District Magistrate Alok Kumar Pandey made it clear that any violation of these orders will be considered a punishable offense under Section 223 of the Bharatiya Nyay Sanhita. These directives will remain in force until July 31, 2025, unless revoked earlier by the authorities.
