Almora / Gram Shail. Under the National Gram Swaraj Abhiyan 2025-26, a five-day training program for Gram Panchayat representatives commenced at Gram Shail. The program is being organized in collaboration with the Himalayan Environment Livelihood Promotion Society (HELP). On the first day, trainers provided extensive information on multiple aspects of Panchayati Raj and village governance.
Gram Panchayat Development Officers from Hawalbagh Block, Dinesh Lal Sah and Kunwar Bisht, were present during the inaugural session. Addressing the participants, they said that the core objective of the National Gram Swaraj Abhiyan is to strengthen the capacity of Panchayat representatives with administrative and management-related knowledge, ensuring more effective implementation of rural development schemes. They encouraged all representatives to take full advantage of this valuable learning opportunity.
From HELP, Master Trainer Gulshan Fartwal and Assistant Coordinator Ankit Dingri conducted the training sessions. They provided detailed insights on Panchayati Raj governance, roles and responsibilities of Panchayats, financial management, transparency, social accountability, and monitoring of development schemes. The trainers emphasized that Panchayats are the strongest foundation of the democratic structure, and empowering them will ensure the progress of villages. Practical examples and demonstrations were also included to enhance participants’ understanding.
Representatives from 11 Gram Sabhas of Hawalbagh Block actively participated in the training. They expressed enthusiasm and stated that such programs help them gain clarity on government schemes while improving effectiveness in their responsibilities.
The organizers informed that in the upcoming sessions, participants will be trained on subjects like e-governance, ground-level planning, social auditing, and operations of government digital portals. Certificates will be distributed to all participants upon completion of the five-day program.
The first day of the training concluded successfully, and the attendees expressed gratitude to the Panchayati Raj Department and HELP organization for conducting this beneficial training initiative.
